Man fatally shot by deputy in Moreno Valley had weapon

MORENO VALLEY – An Ontario man who had a gun on him as he was handcuffed was shot and killed by a sheriff’s deputy in Moreno Valley, a spokesman said today, Dec. 29.

The suspect, later identified as Lamon Khiry Haslip, 18, died Friday night as deputies answered a gang-related call in the 25000 block of Fir Avenue.

Deputies responded to a call at 8:38 p.m. of several men causing a disturbance in front of a home, Riverside County sheriff’s Cpl. Angel Ramos said. Callers reported that one of the suspects brandished a gun.

The suspects fled in a vehicle before a deputy rolled up, but they returned minutes later as the deputy was questioning the reporting party, Ramos said.

The deputy immediately tried stopping the vehicle, prompting one of the occupants to try running away, Ramos said.

The deputy caught a man, later identified as Haslip, and placed him on the ground where he was handcuffed. Another sheriff’s deputy who showed up saw the suspect :roll onto his side,” Ramos said.

At that moment, the deputy who cuffed the suspect backed off, announced that the suspect had a gun, and opened fire, the corporal said.

Sheriff’s officials said a search revealed that Haslip was armed with loaded handgun “on his person.”

But Ramos declined to explain if Haslip was cuffed from behind, or reveal any other details about the deputy-involved shooting, as an investigation is ongoing.

Ramos also declined to specify how many times Haslip was shot. It was not clear if Haslip held a gun in his hand at the time he was being cuffed.

The deputy involved in the shooting has been placed on administrative leave pending the outcome of the investigation. Moreno Valley contracts its policing to the Riverside County Sheriff’s Department.

“The first officer on scene arrived within minutes of the call. The officer subsequently made contact with a male subject and an officer-involved shooting occurred.”

However, the Riverside sheriff’s department has not released any information about what led to the fatal shooting or the name of the deputy involved.

The deputy was not injured, Riverside County sheriff’s Deputy Steven Favero told the Riverside Press-Enterprise.

    Regardless to what he was involved in he was detained…there was no reason for them to shoot him down. There was no justification for what they did. And yes I know him personally. No he wasn’t a church going man…but he had made changes in his life. Funny when they caught those bank robbers they knew they were armed and dangerous…yet there still living. Or what about the pond shop robbery. I believe this is a personal issue. Being they hadn’t seen him in a while…they took him out. thats crazy bcuz years ago they killed his dad’s friend…now his son…sounds strange to me. God bless everyone

    How can anybody be confused. The guy had a loaded hand gun and ran from the cops. I understand that he was someone’s son, friend, maybe brother. Yet he ran from the cops cuz he was doing wrong. Penalty should not be death. You are all acting like he laid down compliantly and followed orders. The cops have families and are protecting citizens with actual respect for others. He got shot and died. If my kids died the same way I would be upset, but at myself for not raising them better. not at the cops. Way too often we blame the cops and consider them convicts when obvious offenders are portrayed as innocent victims.Not happy he died, but don’t see how so many get confused by who is always wrong.

    Cops in Moreno Valley are gun happy and make excuses to kill people. They could have shot his leg but they intentionally killed him . Moreno Valley cops have been on a killing spree this month killing anyone that looks armed , runs , or looks at them the wrong way. These cops need to really stop the killing , cops are legal murders who get away with taking lives. They don’t realize it’s a human life and they will answer to god. How would the cops like someone doing that to their family or loved ones or children , so why do it to another human ? I understand the guy had a gun but he was handcuffed and not trying to shoot , he was helpless and they killed him instead of disarming him . This makes no sense. The cops also killed my cousin for no reason they shot him while he was trying to hide behind his mom and instead of arresting him they killed him so I don’t respect these gun ho cops

    A person armed with a gun, handcuffed or not is still a danger to the public and Law Enforcement. More info needs to be given in order to determine what "should" have been done… The officer only needs to articulate that he was in fear for the public, another officer or himself to justify the use of deadly force… If you were not there DON’T assume…

    if it was a good shooting, then good job… ELIMINATE the threat!!
    if it was not a good shoot, take your lumps like a man and dont blame anyone else.

    Have we really come to this? Blame the officer? The 18 yr old had a loaded gun. Blame his family, blame him, stop blaming the police. That’s weak. Be responsible for your own actions. If this guy ran into a pawn shop and shot your famy member working there you all would be blaming the police for not doing enough. The day is coming when you get robbed at gun point by your neighbor’s kid and the police don’t respond because they get sued and crucified regularly. Good luck. I reassure you I won’t be calling the police about a kid in front of my house with a gun, I’ll be calling for a clean up crew. Be responsible for your own, they will grow up responsible and with good morals. They will know carrying a loaded gun at 18 doesn’t make you tough nor does it solve your problems with other ignorant people. It only makes you a target by the weak and the ignorant. Police officers are civil servants that put their life on the line every day to protect and serve their community. They have one of the most difficult jobs on the planet and dealing with gang bangers and thugs on a daily basis constantly puts their life in danger. If he was in trouble he’s already cuffed…why not put him in the back of the police car. The normal routine. Oh and I know they search you beforehand. If he wrestled him down and cuffed him he would have felt the supposedly gun. Riverside county has always been crafty. And it’s not just Riverside county its happening all over the world.

    Why does it seem to be that someone is always to blame for anothers actions or misdeeds. where are the MEN to teach these young boys how to be men. I have read many times about the person turning his life around. Really? Belonging to a gang, carrying a loaded gun. That sounds like a lost young man. What about shooting in the leg or arm? Reaction time to a threat is 1.5 seconds. Only on TV or a video game this happens. Police Officers are trained to stop the preent threat. It has become very common to blame the Police for the failings of society. You know what is missing? God, parents, teachers and neighbors who will hold these young men responsible for thiere actions. I have raised a fine young man with the help of family, friends, church and teachers. Start now its never too late.

So lets see the boy got out the car and laid on the ground where he was cuffed (hands behind back) and still had the ability to go after a gun on his person? Well if he did he’s one bad mutha f…… But according to witnesses He didn’t a gun, he didn’t resist, he didn’t run but what did happened is this young man was shot in the back of the head handcuffed…………. Murdered!

    This so sad, but I know God will have the last say so, I wasn’t there, but from the many different reports I’ve read concerning this case, I think the officer was wrong, I think he was being lowdown and wanted to take another one of our young black men out. To all of you with these harsh statements giving congrats to the officer for killing this young man, I pray God have mercy on you and your family and no one ever those this to any of your family, how would you feel if it was your child, you would be just like this man family very upset. I think we need to consider this man family and be careful what we say. I don’t think the officers were in any danger, not one time have anyone said the young man had a gun aimed at anyone, if he didn’t have a gun aimed and he was in cuffs, I’m sure these so called cops could have got to the gun that they claimed the young man had, I also read that after he was shot, the officer searched him and found a loaded gun, well if they had to search him for the gun that means it wasn’t in his hand, because if the gun was in his hand they wouldn’t had to search him to find the gun, How was these officers or anyone else in danger, to where they had to shoot this young black man in the head.     OK, Police got a call about possible gang activity and a person brandished a gun. The suspect vehicle drives back by the residence while the Police are there the complainant tells the Police that the car that just passed was involved in the incident.

    Police pursue the vehicle and suspect jumps from the car and flees on foot. Police catch suspect and handcuff same. Police did not do a thorough search of the suspect. Suspect is sitting on the ground and rolls on his side.

    Police see suspect holding a gun. Police go BANG! BANG! BANG!

    No more bad guy.

    Amen to what you said Haslip , I pray with you that God will forgive them, and I’m praying for Lamont Has lip family, the family are friends of mine and my heart goes out to them, God will have the last say so, because He’s in control of everything. Never did Lamont point a gun at him and like I said in my other statement, if he did have a gun and it wasn’t in his hand, I’m sure that with him being in cuffs the officers could have got to the gun before Lamont could have, but this cop did what he wanted too, and that’s kill another one of our black men, he will have to answer to God for what he did, I pray that God give Lamont family the victory in this case. I think the governor of the state needs to be contacted about this and the president of the united states they need to know what’s going on, because alot of stuff gets pushed under the rug, I don’t know anything about your governor there, but I do know we have a great president who is very concerned about the people of the united states, I’m not saying the governor of the state isn’t concerned about the people of his state, I just don’t no him, but hope and trust that he is concerned,but the family needs to try to contact them their self, because if they don’t do it them self it might not get done. Now as far as him going for a gun, that’s the first time that was said, the officer said from the news report that he saw a gun, he never said he went for a gun, he also said after the officer shot the man they searched him and found a gun, and if it was true and if the officer was one of my loved ones I would feel the same way if the man was in cuffs with his hands behind his back and going for a gun, I would think my loved one should have just shot him in his hand or somewhere he didn’t have to kill him . And I will not stop with this race card and you sound like a white Peron yourself, so you need to get this in your head because your white you don’t tell me what to do, we’re not in those days anymore and thanks to God for working through a black man, Dr. King that is.     I lived in moreno valley since i was 7 im 24 now and i been pulled over countless times. Talked crap to becuse im brown skin and my mother happends to live in 1100 apartment homes who sad to say are in a bad area. I seen cops in that area misstreat the ppl and teens in that area for no reason but becuse the color of there skin and the area there in. Im a family man with no gang ties who works and lives in moreno valley. And thats what i seen. So i can only imagne what this young man went throw. Yes i agree family is to blame not the police. But i do fill that morrno valley has alot of bad police officers and that night obe of them took this young mans life becuse a styeotype and the color of his skin.

    @ Frank I have to disagree with you when it comes to saying family is to blame, this young man was grown, I don’t know if you are a parent, but I am, and because you see a person do bad things doesn’t mean that their family didn’t teach them better or to do what’s right, sometimes our children stray away from what they were thought or how they were raised, have you ever done anything wrong, but your parents taught you to do that thing the right way ? If you have, because you did wrong or bad things, don’t mean your parents didn’t raise you right or teach you right. So you really can’t blame the family.
