IRVINE – Premier Design and Build Group has broken ground on a multi-family residential development in Lake Elsinore. The Cottages at Mission Trail is a new development by Civic Partners Inc., a firm specializing in public and private partnerships.
The Cottages at Mission Trail will offer 143 two- and three-bedroom rental units housed within 78 separate buildings across 19.85 acres.
“We’ve envisioned this new complex as a workforce housing development that presents like a single-family residential community,” according to Jeff Pomeroy, project executive at Civic Partners Inc.
The community will feature amenities including a recreation center, a tot lot, a basketball court and an open area that can be configured for soccer. The project will offer 333 parking spaces, including unit driveways. Residents will have a choice of six different floor plan types.
The Cottages at Mission Trail is situated within the Interstate 15 corridor and is equidistant from Los Angeles and San Diego. Lake Elsinore is a mecca for extreme sports such as motocross racing, skydiving, high-speed boating and hang gliding. Delivery of the first units is expected in summer 2020, with a target completion date of December 2020 for the entire complex. The project will incorporate numerous sustainable design features including water-efficient plumbing fixtures, Low E-3 windows, drip irrigation and native plantings.
Civic Partners Inc. selected Premier early in the development and planning stages.
“There’s no exact replica out there, so we were searching for the right project partner,” Pomeroy said. “What we found in Premier was the kind of design-build partner we needed. Initially, we had budgets that were very preliminary. We asked the team to help us put the budgets together. They worked with us for several months in preconstruction mode, helping us develop those budgets and identifying ways to be most cost-effective. It was a very collaborative approach, which was exactly what we wanted.”

Premier’s Steven Gabbert, executive vice president and southwest market leader, and Derrick Schuster, senior project manager, are overseeing the project. Premier is teaming with KTGY Group Inc. for architectural services and IMA for landscape architectural services. Gouvis Engineering will provide mechanical, electrical, plumbing and structural engineering services. Wilson-Mikami has been selected for civil engineering.
The Cottages at Mission Trail is part of a larger, 3,000-acre Lake Elsinore development that includes a golf course, single-family residential community and retail center. Civic Partners Inc. has been leading master development of this large multi-component development area for more than 20 years.
