EMWD to acquire easements and parcel for Sky Canyon Sewer

The Eastern Municipal Water District approved the acquisition of three easements and one parcel which will be used for the Sky Canyon Sewer project.

A 5-0 EMWD board vote, Oct. 7, authorized the acquisition of the three easements along Winchester Road between Hunter Road and Sky Canyon Drive and also approved the appropriation of $527,000 to fund the acquisition of the easements and the purchase of the parcel. The additional appropriations bring the total budgeted amount for the design and right of way acquisition phase to $1,930,819.

The Sky Canyon Sewer project will accommodate the increased flow caused by development growth in the French Valley area. Approximately 6,670 feet of a gravity sewer line 36 inches in diameter will be installed parallel to Winchester Road and along Sky Canyon Drive. The new sewer line will divert flow from the existing 24-inch sewer along Hunter Road which is currently operating near capacity.

An August 2017 board action approved a preliminary design contract with Kennedy Jenks Consultants, and that contract was amended in November 2018 to provide additional geotechnical investigations in association with multiple sewer alignment evaluations. A contract with Kennedy Jenks for the final design was approved in July 2019. Eastern released a draft environmental mitigated negative declaration for public review in August 2019 and certified the MND in November 2019.

The three easements are all owned by the Borel Family Trust. An easement of 0.39 acres will allow for a permanent access road, a 2.34-acre easement will be used for an access road and sewer utility, and a 2.39-acre easement will provide temporary construction access. The three easements will be purchased for the total appraised value of $352,000.

The parcel to be purchased is currently owned by Riverside County. It is adjacent to Winchester Road and south of Hunter Road. Eastern will use the parcel for sewer installation, access, maintenance and construction storage. The appraised value is $175,000, which will also be the purchase price.
