Tom Kennedy has been chosen as the new Watermaster for the Santa Margarita River Watershed.During a December 5 hearing, U.S. District Court judge Gonzalo Curiel selected Kennedy as the Watermaster. “I’m honored to have been selected by the court to serve in this role,” Kennedy said.A state engineer looking for potential reservoir sites identified one in Fallbrook in 1924, shortly after the Fallbrook Public Utility District formed in 1922.
