The Eastern Municipal Water District awarded Downing Construction Inc. the contract for the Stage Ranch pipeline replacement project.The Thursday, Jan. 27, EMWD board meeting included a 5-0 vote to award Downing Construction the contract for the Redlands company’s bid amount of $1,174,450. The board approved expenditures of $1,281,583 which also cover $101,261 for district staff time and $5,872 for overhead.In 1977, approximately 300 acres near Grand Avenue and Gruwell Street were subdivided into 14 parcels. The development included construction of the necessary water system to serve the properties.
