Altair housing project west of Old Town Temecula moves ahead

One of the first projects in the Altair Village development of up to 1,750 new residential units in the western Temecula hills was reviewed by the Temecula Planning Commission at its August 21 meeting with the recommendations going to the Temecula City Council.

The development plan is for Village A of the Altair Specific Plan allowing for 146 detached single family and duplex homes and one neighborhood park that will be built by Brookfield Properties. The location of this group of homes is west of Old Town Temecula, located south of Ridge Park Drive and west of Pujol Street.

The Brookfield homes in the Altair Specific Plan will involve the construction of 78 three-story detached single-family homes ranging in size from 2,011 square feet to 2,213 square feet and 68 two- and three-story duplex homes ranging in size from 1,665 square feet to 2,384 square feet.

CEQA approved

The commission saw the project was subject to Conditions of Approval by California Environmental Quality Act (CEQA) and no further environmental review was required. There were no negative declarations, and the project will be a complementary residential component to the Old Town Specific Plan area.

The larger Altair project includes a Specific Plan, General Plan Amendment, Subdivision Maps, and Development Agreement allowing for development of up to 1,750 residential units, limited neighborhood-serving commercial, civic/institutional uses, parks, and open space within a 270-acre area in the southwesterly portion of the city of Temecula. The project will construct the Western Bypass linking Temecula Parkway with Rancho California Road including offsite utility extension improvements, such as sewer and water.

Brookfield Properties General Plan Designation Specific Plan Implementation (SPI) Zoning Designation is within the Altair Specific Plan’s existing conditions/land use on vacant land off Ridge Park Drive.

History

On December 12, 2017, Temecula City Council approved a General Plan Amendment and Tentative Tract Map to allow for residential development within this area and at a second reading on January 9, 2018 adopted an ordinance for the approval of the Altair Specific Plan.

Brookfield Properties on Nov. 15, 2023 submitted Planning Application PA23-0438, a Development Plan for Village A of the Altair Specific Plan. Staff said the applicant was concerned with the recommended conditions of approval.

The proposed architecture, plotting, landscaping, and walls and fences were reviewed for conformance with the development standards and design guidelines of the Specific Plan. Architecture.

Floor plans

The project homes show three floor plans with one architectural style consisting of three different color schemes for the detached single family product and four floor plans with one architectural style consisting of six different color schemes.

The proposed architectural styles including Modern Farmhouse are Progressive Agrarian. The proposed 1-acre park contains amenities including picnic tables, lawn area, shade structures, play areas with age-appropriate equipment, community library, and social areas. The Altair Specific Plan requires a 0.95-acre active public park as part of Village A. There are other small and medium open space areas that provide shade structures with seating, turf areas, and gathering and play areas.

Nothing proposed in the Development Plan is anticipated to have an adverse impact to the public health, safety and general welfare of the public.
