The Eastern Municipal Water District has approved a community facilities district for a Winchester development known as The Woods.On March 19, the EMWD board voted 5-0 to establish the CFD, authorize the levy of a special tax to fund CFD expenses, authorize bonded indebtedness of up to $6,000,000, and certify the results of the election to form the CFD.
