A 1,393-acre DeLuz area just north of the border of San Diego County and Riverside County is legally within the Western Municipal Water District service area, but Western has no infrastructure to serve the Rock Mountain Service Area properties. A Fallbrook Public Utility District waterline runs across the southwest corner of the Rock Mountain Service Area, and a temporary service agreement between FPUD and Western has allowed FPUD to provide service to one of the properties.
