The Eastern Municipal Water District was named a finalist for the Association of California Water Agencies' 2026 Clair A. Hill Water Agency Award for Excellence, which recognizes exemplary programs developed by ACWA member agencies.
EMWD earned the recognition for its Perris North Groundwater Program, a multi-year project that includes six groundwater extraction wells, 14 monitoring wells and more than 32,000 feet of pipeline.
“We pride ourselves on finding innovative solutions to complex problems,” said EMWD General Manager Joe Mouawad. “We don’t advance these types of projects to win awards. We appreciate the recognition.”
The project, which began in 2020 and is nearing completion, will provide drinking water for approximately 15,000 households while reducing EMWD's reliance
