The City of Wildomar has adopted an ordinance aimed at reducing abandoned shopping carts on public rights-of-way and other areas outside the shopping centers where they belong.The Wildomar City Council voted 5-0 Aug. 12 to approve the ordinance following its 5-0 introduction July 8. The council also found the regulations categorically exempt from California Environmental Quality Act review.The ordinance establishes procedures for shopping cart retrieval, return, impoundment, cost recovery, nuisance abatement and notification.City officials said abandoned carts can obstruct sidewalks and rights-of-way, interfere with drainage facilities and create hazards for pedestrians and motorists.
