The contract to install a reservoir and related equipment at the Eagle Soar Playground of Mike Naggar Community Park has been amended.
A 5-0 Temecula City Council vote on September 22 approved an amendment to the agreement with Rain Drop Products, LLC, to add an automated reservoir water level control system with overflow protection. That enhancement increases the cost by $16,153.49, and the contract amendment also reflects a subcontractor change.
Mike Naggar Community Park is in the 29100 block of Margarita Road. The Eagle Soar splash pad is one of the amenities of the park, but in June 2025, an underground equipment failure in the reservoir tank and water circulation system required the complete closure of the splash pad until repairs can be made.
Rain Drop Products, LLC, is headquartered in Ohio and participates in the Sourcewell government agency purchasing cooperative. The city used the Sourcewell pricing, and on January 27 the Temecula City Council approved a $288,513.68 contract with Rain Drop Products for the purchase and installation of the reservoir and related equipment.
During the engineering review, Rain Drop Products identified a deficiency in the existing reservoir design relating to automatic water level management and overflow protection. The original scope of work included reconnection of the existing makeup water service but did not include an automated reservoir level control system or overflow pumping equipment. Rain Drop Products recommended adding an automated reservoir water level control system with overflow protection.
Rain Drop Products is now using Dream Coast Builders, Inc., which is based in Rancho Cucamonga, as the subcontractor who will be performing the installation work. The contract amendment formally documents the subcontractor change. The amendment also updates the completion date to November 21, which is a Saturday but also 60 calendar days after approval of the amendment.
