MENIFEE – Menifee’s Code Enforcement Division will begin implementing new illegal dumping fines and penalties after receiving direction from the city council at an Oct. 2 meeting. Fines will range from $1,000 for a first offense, $1,500 for a second offense and $3,000 or more for a third offense.
