San Jacinto City Council hears HARP homeless program report

San Jacinto City Council heard a report on the progress of its new HARP program to help the homeless and approved a grant to build a complete outdoor fitness center in Mistletoe Park in the coming months.Cynthia Espinosa, the city’s administrative analyst, presented the council with the latest developments in its new HARP (Homeless and at Risk Persons) Outreach Program highlighting the latest CityNet project that allows homeless, local residents and others the opportunity to call in to the city with any problems they may be facing.HARP was formed by the city earlier this year with a vision to permanently reduce the number of homeless in the community, by understanding the core challenge of each individual, and how their experience defines their individual barriers.The city hi
