The Eastern Municipal Water District approved the third phase of EMWD’s Recycled Water Accelerated Retrofit Program.A 5-0 EMWD board vote Thursday, Nov. 4, approved Phase III of the program, appropriated $2,500,000 to fund the implementation of the program, authorized EMWD general manager Joe Mouawad or his designee to execute funding agreements of up to $250,000 and authorized Mouawad or his designee to execute the necessary contracts.Eastern created the Recycled Water Accelerated Retrofit Program in 2016 as an opportunity to assist customers such as parks and schools which are adjacent to recycled water infrastructure but are still using potable water. Although the customers rather than the district are financially responsible for the connecting infrastructure, the cost is inc
