Ava SarnowskiIntern WriterTemecula City Council members motioned to approve fund-transferring between seven capital improvement programs during the Tuesday, Aug. 23, council meeting, with Councilmember Jessica Alexander absent.“It is a total of seven different capital improvement projects that require city council approval as we are moving money in-between accounts,” City Manager Aaron Adams said while providing a staff report on the issue.One particular project the council discussed that evening is under the city’s facility rehab account.“The staff recommendation this evening is to appropriate $250,000 for tenant improvement to the police station in Old Town,” Adams said.Over 15 years ago, when the concept of building City Hall in Old Town emerged and the
