The Temecula City Council awarded a construction contract for the citywide slurry seal program.The city council’s 5-0 vote on September 22 awarded Roy Allan Slurry Seal, Inc., the contract for the Santa Fe Springs company’s bid amount of $1,616,628.70. The city council also authorized the city manager to approve change orders cumulatively of up to $161,662.87 and made a finding that the maintenance-only project is exempt from Multiple Species Habitat Conservation Plan fees.The slurry seal will protect the roadways against water intrusion and thus reduce the risk of deterioration of the asphalt concrete surface. Slurry seal is ideally applied every five to seven years and prolongs pavement life, which delays more costly rehabilitation measures such as asphalt concrete overlays o
