The Lake Elsinore City Council approved an agreement for an electronic message center on city property.A 5-0 vote on October 13 approved a license agreement with Valley Outdoor Media Group. Inc., to develop, operate, and maintain an electronic message center near the intersection of Central Avenue and Dexter Avenue. Valley Outdoor Media Group will utilize a portion of the 0.24-acre property near Interstate 15 to construct, operate, and maintain the electronic message center. The city will continue to own the land.The land has a Business District general plan land use designation and C-2 General Commercial zoning. The proximity to the freeway interchange, along with the parcel’s size and configuration, limits development potential for traditional commercial uses, and the property
