In 1997 the Riverside County Board of Supervisors approved a specific plan for a portion of Winchester. A tentative tract map for an area encompassing 158.81 acres was most recently modified in 2024. The development will include a realignment of portions of Leon Road, and once that realignment is completed, what will no longer be needed for the road will revert to the property owner.On October 20, the Board of Supervisors voted 5-0 to approve a conditional vacation of portions of Leon Road. The vacation will not be effective until the final tract map has been recorded by the County of Riverside, the construction of the realigned Leon Road has been completed, and a Notice of Completion by the County of Riverside has been issued.Leon Road was accepted by the county for public street
