The Eastern Municipal Water District authorized Joe Mouawad, general manager of EMWD, to negotiate a letter of interest for Eastern to participate in the Doheny Ocean Desalination Project.The 5-0 EMWD board vote Wednesday, Sept. 7, does not commit Eastern to participating in the project. Any further action will return to the board.“I don’t think that with what’s going on today we can ignore any possibility of a new water supply,” EMWD board member Randy Record said.The South Coast Water District provides water to Dana Point, Laguna Beach and parts of San Clemente and San Juan Capistrano.
