The Eastern Municipal Water District board awarded Helix Environmental Planning the contract to prepare an Environmental Impact Report for a new transmission pipeline.A 5-0 board vote Wednesday, Feb. 16, awarded Helix Environmental a $295,447 contract. What is known as the EM-11 turnout will receive and convey treated water deliveries from the Robert A. Skinner Water Treatment Plant which is owned and operated by the Metropolitan Water District of Southern California.The EM-11 turnout would be located near the intersection of Auld Road and Borel Road or near the intersection of Auld Road and Leon Road.
