EVMWD urges residents to opt in to septic to sewer conversion project as time runs out

LAKE ELSINORE – As you may have heard, Elsinore Valley Municipal Water District is securing money from the Clean Water State Revolving Fund to improve the sewer systems in designated areas of Sedco Hills and Avenues communities to align with the agency’s Sewer Master Plan and Groundwater Protection goals.

EVMWD has confirmed residents of the Avenues community have opted in and met the goals required by the state to consider funding. Additionally, the Sedco Hills Community is close but still requires more participation for state consideration. Now is the time to alert your neighbors to learn more about the project and participate.

Once the grant is approved, these areas will be transitioned to the EVMWD sewer system in a phased approach over a period of 48 months.

“This project will provide us with an incredible opportunity to improve our community,” board President Andy Morris said. “Transitioning from septic to sewer will advance EVMWD towards our goals of reducing water pollution and bettering public health. I look forward to this project’s future, along with my fellow board members, city and EVMWD staff, who have been championing for this important community benefit for many years.

“The grant money will also cover the costs for those homes that participate,” Morris said, referring to the state funding received, which will completely cover the cost of all construction work, all associated fees, abandonment of the resident’s septic tank and restoration of the resident’s yard to its original state before construction.

EVMWD encouraged residents of the Avenues and Sedco Hills to sign up for this program as the deadline to opt in is April 30. At the project’s current interest phase, the district is confident that with its efforts and number of opt-ins, this project will likely move forward. Once the project moves to the second phase and construction begins, property owners who did not opt in risk paying out of their own pockets up to $10,000 in capacity fees, $45,000 in sewer lateral installation and an estimated $5,000 for septic system abandonment.

Once the property owner is connected to EVMWD’s sewer system, they can expect sewer charges to be added to their monthly EVMWD bill based on approved fixed and variable rates. For residents with a low or fixed income, EVMWD offers the Rate Assistance for Residents of Elsinore Valley Program which can provide rate assistance on water bills. If approved to move forward, construction of this project is anticipated to begin in mid-2023. EVMWD urged property owners to act now and opt in, as time is running out! Residents are urged to call the dedicated line at 951-200-4136 to opt in and learn more about the project.
