Albert A. Webb Associates was awarded the Elsinore Valley Municipal Water District construction management contract for the Downtown sewer replacement project.
A 3-0 EVMWD board vote March 23, with Darcy Burke and Howard Ryan absent, approved a $273,100 professional services agreement with Albert A. Webb Associates, which is based in Riverside. The board authorized a total budget of $274,466 which includes $1,366 for overhead.
The sewer system in the Downtown Lake Elsinore area is more than 100 years old and has experienced structural deterioration and failures, root intrusions and grease buildup issues. A sewer collection system is cleaned once every five years under normal circumstances, but the issues for the Downtown system require cleaning every two years. Since 2005, the district has upgraded approximately 9,700 linear feet of sewer main in the area.
The current Downtown sewer replacement project will include a condition assessment of approximately 7,000 linear feet of vitrified clay pipe and polyvinyl chloride pipeline ranging in diameter from six to eight inches. The design phase will determine the cost to replace the pipeline, and the 2023 plan is to replace approximately 3,700 linear feet of pipe along or adjacent to Flint Street from Spring Street to Granite Street and Pottery Street between Granite Street and Adobe Street.
In September 2021, the EVMWD board awarded Ardurra Group Inc., the design contract for the Downtown sewer replacement project. The design is expected to be completed in May and EVMWD staff expects the project to be advertised for bid in June. The project will require professional construction management and observation services to ensure that it is constructed in conformance with the approved plans and specifications.
EVMWD staff issued a request for proposals for construction management and observation services on Jan. 5. The deadline to respond was Feb. 2, and five proposals were received. The California Government Code requires professional services agreements to be awarded based on demonstrated competence and the professional qualifications necessary for the satisfactory performance of the services required rather on the lowest price. A review panel evaluated the proposals based on firm qualifications, experience and project understanding and recommended Albert A. Webb Associates as the most qualified company.
