The Rancho California Water District Board of Directors named vice president William E. Plummer as an alternate on the Santa Rosa Regional Resources Authority board during a Thursday, Sept. 10, meeting, replacing Danny J. Martin, who died in August.The board also reviewed and considered responses to a request for proposals to consider awarding a contract to a firm in order to begin recruitment services to replace general manager Jeff Armstrong, who announced his retirement from the position.Ultimately, the board decided to do an interview with four firms to determine which organization to hire for the job.The board approved the consent calendar that included approval of financial statements, treasurer’s report, and the review of the district’s investment report and portfoli
